The Highlands is a rural district rich with lakes, oceanfront and public parkland. More than one-third of the area is protected as municipal, regional and provincial parkland. Stewardship of the environment is extremely important to residents of the Highlands; they are careful in their planning of new developments, and ensure conservation covenants and limitations of human encroachment. The Highlands contains some of the last remaining truly natural areas in Greater Victoria.

Highlands is one of the several communities that comprise the West Shore. It is located on the Saanich Peninsula, northwest of the city of Victoria.

Recreation
Gowlland Todd Park is a popular destination for hikers, beachcombers and nature lovers. Old mining and logging roads in the park now serve as hiking trails. Mount Work Regional Park is another popular hiking spot. The area is also home to 3 popular swimming lakes, 3 nearby golf courses and home to the newest golf course in the region, Highland Pacific, a mountain bike park, and mountain biking trails through the hillsides of the Highlands.
Economy
The majority of the residents in Highlands commute to work outside the area. This municipality is highly dependent on revenues from residential and rural properties. Because of the rural nature of the area, residents must commute to purchase basic services and products. The median household income in the Highlands tends to be higher than the provincial average, though much of that is spent outside the community.
